Isn't 'state' ASU's middle name?

If Arizona wants to build an Arizona State University campus in downtown Phoenix, which will benefit everyone in the state, I don't see why the citizens of Phoenix should be expected to pay for it.

If I were a Phoenix resident, I certainly would vote against this costly bond issue. It's a state school and the state of Arizona should pay for it.
