Answer: The Phoenix Water Services Department says all contractors need to acquire a permit before work begins. Once the permit is issued, city officials go out to the work site and connect a 3-inch meter to the hydrant. The contractor is billed $50 per month plus $1.63 per every 748 gallons of water used for the duration of the project. If you believe a contractor is using a hydrant without a permit, let someone know at the Phoenix Water Services Department. Officials will go out and investigate the situation.
